CITY COUNCIL: The Council consists of seven (7) Council members. A Mayor and a Mayor Pro-Tem are appointed by Councilmembers at the first Council Meeting held after each November election. They serve on the Council without pay. The position of Treasurer is appointed and the Treasurer also serves without pay. 

You are welcome to attend your City Council's Meetings, which are held on the third Monday of each month at 7:00pm. Planning Commission Meetings are held on the first Tuesday or each month at 7:30pm. 

EMERGENCIES, 24 HOURS: 911 
Use for fire, police and medical emergencies. 

POLICE DEPARTMENT INFORMATION: The City provides 24 hour service. We have a police chief, three sergeants, four patrolmen and a police clerk. If you cannot reach an officer at the main City Hall number, please call 975-9200 and identify yourself as a resident and ask that an Orchard Lake police officer call you or come to your home. The police are in the city offices from 8:00am to 4:00pm Monday through Friday. 

FIRE DEPARTMENT INFORMATION: Your fire protection is through the station of the West Bloomfield Fire Department. The department is a 24/7 department with full advanced life support trained paramedics. Use 911 for emergencies or for administrative calls use (248) 626-5391. 


RECYCLING AND RUBBISH COLLECTION RULES AND REGULATIONS:
As a service to single family residences the City of Orchard Lake Village provides for the collection of recyclables and rubbish items once a week. Yard waste is also collected every week from mid-April through mid-November. In an effort to do this in the most cost effective manner, Allied Waste was selected on a competitive bid basis to provide collection, disposal and recycling services. 

Your collection will take place on Mondays. Containers, bags and bundles are to be placed at the curb or at the edge of the street upon which the residence fronts no earlier than 6:00 p.m. on the day before collection and must be brought in no later than 8:00 p.m. on the day of collection. Collection can take place anytime between the hours of 8:00 a.m. and 6:00 p.m. Collection time may vary week to week. To ensure that your refuse and recyclables are not missed, all cans, bags and the recyclable container must be at the curbside by 7:00 a.m. Please separate all rubbish, recycling and yard waste so that each truck can plainly see that you have items to be picked up.

HOLIDAY COLLECTION
Collection will not be scheduled on the following holiday: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. When the above holidays fall on Monday, collection will be one day late. 

RUBBISH
The following is a list of materials that will be collected if properly prepared and placed at the curb. 

I. Rubbish

Rubbish can be described as non-recyclable items collected by the City. Rubbish can be placed at the curb in any of the following containers: 

A. Metal Containers 
B. Plastic Containers 
C. Plastic Bags

II. Comingled Recyclables

Commingled recyclables are materials that are separated from rubbish prior to collection. Recyclables include paper, (magazines, newspaper and glossy newspaper inserts), tin cans, clear, brown and green glass containers and jars with the recycling symbol and plastic containers with the recycling symbol. Recyclables will be placed in a single approved container provided by the City for collection at curbside. The container will have an 18 gallon capacity and shall remain the property of the City of Orchard Lake Village. Mark your address on the outside of the bin. 

Recyclables must be prepared in the following manner:

Newspaper: Newsprint, glossy inserts, non-glossy inserts and comics can be included. 

Plastics: Milk and water jugs, laundry detergent bottles or any rigid plastic with a 1 or 2 stamped on the bottom. Do not include motor oil containers. Remove cap, it is not recyclable. Rinse container, labels may stay on. 

Tin Cans: Food and beverage cans. 

Glass: Clear, brown and green bottles and jars. Remove lid, it is not recyclable. Rinse container, label may stay on.

If your recycling bin is stolen you can obtain a replacement bin from the City Of Orchard Lake Village. 

III. Bulk Items

A bulk item can be described as a large piece of furniture, bed springs, refrigerator (with the doors removed and Freon removed and tagged by a refrigeration company), stove and other items incidental to housekeeping for and in single family residences.

Household paint will be picked up if the paint is dried out totally by placing cat litter iin the paint and leaving the lid off. Designate if it will be picked up as part of the regular rubbish or the recyclables.

LIBRARY INFORMATION: As a City resident you are entitled to use all the services of the West Bloomfield Township Public Library system at either of the two library branches. For more information, call the Main Library at (248) 682-2120

TAX BILLS: Tax bills are mailed twice a year. The first on July 1 (City, Oakland Community College, Intermediate School District, State Education, part of the Oakland County tax, and all of the Walled Lake Consolidated School District, all of the West Bloomfield School District, or one half of the Bloomfield Hills School District taxes, depending on which district your property is located in). The second on December 1 (balance of the Oakland County tax, the library levy, and half of the Bloomfield Hills School tax). Summer taxes are due by September 1 and the Winter taxes are due by February 14. The City will accept a postmark for the date paid.

DOG LICENSES AND LAWS: Current dog licenses may be purchased at the City offices from December 1 through March. Beginning June 1 the licenses are still available at City Hall but the fee is doubled. 

We ask that you do not allow your dogs to run at large. We do enforce our City Dog Ordinance. If you have a domestic animal complaint, please call the Police Department or Oakland County Animal Control at 248-391-4102

WATER SAFETY COMPLAINTS: If you are a lakeshore resident and have complaints about boats on the waters of the lake, please call the Oakland County Sheriff's Department-Water Safety Division at 248-391-0256.

VOTING INFORMATION: You may register to vote at the Voting Room at City Hall during regular business hours up until the fifth Friday preceding an election. You may also register to vote at any Michigan Secretary of State Branch office. All elections are held in the Voting Room at City Hall.

TREE REMOVAL: Strict laws regulate the removal of trees in the City.  No vegetation may be disturbed within 35' of any lake, pond or wetland without first obtaining a permit from City Hall.  Any tree removal must be approved by City Hall.

WEED CUTTING AND LAWN FERTILIZING: If you are the owner of lots in the City or large areas where weeds are prevalent, please cut your weeds prior to July 1 of each year. Our ordinance states that weeds must be cut by July 1st and, if they remain uncut, the City will enter upon your property, cut your weeds and bill you. 

We have a lawn fertilizing Ordinance. If you hire a commercial firm to service your lawn, please be sure they are properly licensed through the City Hall. 

ZONING AND BUILDING: Please do not change the elevation of your land without first checking the Ordinances governing landfill etc., and please do check the zoning and building restrictions before making additions or alterations to your home. 

NATURE SANCTUARY: The Orchard Lake Nature Sanctuary Property on Pontiac Trail west of Old Orchard Trail is open from sunrise to sunset. We encourage you to take the time for a walk with nature.
